The Philippine Civil Service Commission celebrates its 121st Founding Anniversary this September 2021 with the theme, “Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Public Heroes.” This annual celebration aims to commemorate the establishment of the Philippine Service by virtue of Public Act No. 5 also known as an Act for the Establishment and Maintenance of an efficient and honest civil service in the Philippine Island on September 19, 1900.

            One of the highlights of this celebration is the search for Outstanding Government Workers under the Honor Awards Program (HAP) to honor government workers who exemplified extraordinary act or public service and consistent demonstration of exemplary ethical behavior on the basis of observance of the eight norms of conduct provided under Republic Act no. 6713 or the Code of Conduct and Ethical Standards for public officials and employees.

            This prestigious award is called the Dangal ng Bayan Award. This year’s Region 3 awardee is a Novo Ecijano in the person of Dr. Arneil G. Gabriel, a Professor VI of Nueva Ecija University of Science and Technology-Cabanatuan City.

            Dr. Gabriel is a leader, development-driver, and lobbyist. His initiatives to his fellow members, non-teaching personnel, the Indigenous People/Indigenous Cultural Communities, and the mainstream and indigenous youth, and how-by staying true to his vocation of being a public servant in the hallways of the University’s Public Administration Department- he helped shape the policy direction of the institution.

            As the union president of the NEUST-Faculty and Staff Union, he initiated programs and activities which benefitted not only the employees but also the children of the FSU members such as scholarship program for their children. He is also an advocate of indigenous people’s rights through research studies and determining their needs and proposing the establishment of NEUST-Center for Indigenous Peoples Education (NEUST-CIPE). The students under CIPE program were able to apply for scholarships and financial assistance. The NEUST-CIPE has been shortlisted as finalist of the Government Best Practice Recognition (GBPR).
